The Secretary of State for the Colonies to the

Officer Administering the Government of Hong Kong (Sent, 4.15 p.m.29th July, 1910).

Referring to your telegram of 24th June

Treasury offer to pay for present and future years whole difference between receipts from Agencies and

expenditure necessarily incurred in the service.

Military Contribution would still have to be paid on

gross receipts and would not be included in necessary expenditure. Telegraph your views.
